They desperately want to change the electorate, which has been rejecting their ideas, for years. One way to do it is to create new voters. For the Dems, the only way to keep power is to dilute and change the electorate!!!

Among their schemes are creating new citizens via "amnesty", giving themselves extra votes on House committees by appointing illegitimate "representatives" from U.S. colonies *like Puerto Rico, Guam, etc.), stealing elections (e.g. state of Washington Governor), overriding legislatures and Constitutional restrictions via activist judges, and attacking potential opponents via entrapment (Larry Craig, etc.) and via phony lawsuits (the Valerie Plame nonsense, etc.). Without such tactics, they were headed for the ash heap of history (after having lost the "Solid South"), and it is the only way they can cling to power, as a political party (since they have no guiding principles, and are made up of a bunch of unrelated special-interest groups)

The Democrats, with their control of 49 Senate seats, are desperately trying to protect themselves from becoming the permanent minority party (as it should have become after their decisive rejection by the voters in 1994, and after Bill Clinton's disatrous rule and non-legacy).

The NDEA was a response to the Soviet Union's launching of the first satellites, Sputnik 1 and Sputnik 2. The U.S. was no longer seen as the technological leader of the world, causing Eisenhower and the American people great embarrassment. In addition, American scientists attempted to copy the Soviets' rockets but failed.

Americans began blaming the schools for all the scientific failures. The NDEA was passed by Congress in 1958, giving hundreds of millions in federal money to the schools for science and foreign language education.
