Most officer housing and Sr. enlisted housing is on the Tennessee side of post and most jr. enlisted housing is on the Kentucky side of post. That said, it takes about 5-10 minutes to drive from one side to the other so it doesn't really matter.

I took some classes at Hopkinsville Community College while we were there. The main campus is about a 30 minute drive from post. They also offer a few classes in the education building on post. I found the classes to be VERY cheap compared to the college where I graduated. They give military in state tuition. The campus is small and the general education classes are dumbed-down. I thought it seemed a lot like high school.

Austin Peay University is also about 15-20 minutes from post. I never went there, but I knew several people who did and they seemed to like it okay. Parking and be hard to find if you commute and they also offer some classes in the education building on post.
