Why would people do what? why would the Iraqi army and police put the death toll at 38? well they would do that because that's how many people died.
Why would people dispute over a religion's leadership? people do the same thing everywhere for many different reasons.

maybe you should compact your details and expound on your question then re-post it. I'm sure you have a legitimate question turning somewhere in your head about this situation you just need to focus it into one single tangible thought and try again.
