States that are especially good the the DD tend to be ones where
1. IT is a common interest among universities
2. The state legislature has written laws favorably towards the population
3. Laws of conservatioship(sp) vs guardian ship are clarified
4. States where there is money to do so.

Massachusetts and California tend to be very good on all those fronts. Many other states may be as well I just havne't been able to research or experience them.

One more thing. If your daughter has been diagnosed as deveopmentally delayed, she is entitled to a public education until age 22 at which time she would be transferred over to a department that caters more to adults.

You are with Vocational Rehab and it is a great advantage. Im not sure if you have a job developer can help you find a better job than working in Mcdonalds , Wal-mart. Some employers can be discrimated of hiring with disablead people. It is not you , ok.I would to encourage and take your your transferable skills and experiences that fit you ... Maybe you can apply Kinkos (the owner is the founder and he has dylexia), Post Office, Government jobs such as Social Security, Homeland Security,they with computers and answers their questions. No matter how disabled you are .... Make sure you have to be happy and move the ladder your come dream true.
Why don't take it look and find a job and talk to VR counselor ...
