Not sure where you live or what the job market there is. Just put your resume out there and see what you get back, that is the best way to see. In most cases to do school social work you would need a Master's degree. Now a BSW will give you the opportunity to do a lot of things. In fact within the Veteran's area it is the more common degree in some agencies. If you do a BSW you also would be eligible to apply for advanced standing to most MSW programs (allowing you to do that program in a year). Also with a BSW you could do Voc rehab work. The BSW is a pretty good entry level degree and depending on what part of the country you are in it could be enough to do a lot (if you are in an area that does not have a lot of MSW's..rural areas for example). Well it is sad, but even for academic professionals learning disabililties are the great unknown. I would say don't give up! I'm not sure what your disabillity is, however as a kid with ADHD before anyone knew what that was, I can relate! There are so many programs available to you now to help you to be successsfull in school. Especially for those who would like to pursue a college level education. If you do your research you can find the right fit for you, besides a school that is willing to give up before they even start, is not the school you want to teach you how to be successful!Jackie Said:

There is no term, because in most cases you can't sue the government.You can only sue the government in very limited circumstances, where the legislature has passed laws specifically authorizing suits against the government. The names for those causes of actions would be in the statute authorizing them.
Unfortunately, failure to provide satisfactory education, or denial of funding for job training, are not claims that you can sue the government for.

In spite of the additional information, there is still no applicable legal term. A failure to provide education is not actionable. I don't know where you learned that "Education is a specific obligation the government has towards children in every jurisdiction in the United States," but it's not true. There is no constitutional right to the education (at least not under the federal constitution; state constitutions may differ).
Every state of the U.S. DOES undertake to provide education to its citizens; and morally, it is reasonable to expect the state should provide education. But legally, you cannot sue the government for failure to provide education. I suppose you could call it "bad government" or "failure to govern responsibly," but these are not legal or official terms.
