You really don't give enough information for us to tell. However, improving from failing grades to all As is a great sign. In your admission essay, be sure to point out what caused this chain.I suspect that you will have a great chance of getting into some HBCUs. But you should know that while many of them offer a unique environment where some students can thrive, very few of them are very good academically. Howard, Morehouse and Spelman seem to be the best of the lot.
I've included a link to Princeton Review. They have lots of statistics on admitted students to a large number of colleges. They also have a tool where you can enter information about your background and desires & it will give you a list of appropriate universities.

Yes you would be wasting your time and money going to a vocational college for an A.A.S. in Business because MTI sounds like a for-profit college! I think you should consider going to a community college rather than a vocational college because you will get the credits you need to transfer and plus you can get an A.A. or A.S. in Business Administration at the same time. I was working on my A.A.S. in Information Technology and later to find out when I try to transfer to the university I planned on going to most of my credits weren't accepted. Now I am working on all my general education classes on an A.A. in Interdisciplinary Studies to replace credits I missed for a university.
