Depends on the country. Some countries use the same grade scales the U.S. does. My mother is from a foreign country in the pacific, and she says back in school, they had to pass exams in order to advance to the next grade. And from 7th grade on, well they actually called them forms, not grades. And they also published all the student's results in the news paper.
