For the Free markets to work properly - the price of housing must still fall further.
Many experts agree that the prices should be at least one half of the highest prices.

Perhaps the proper question is, "Is it the responsibility of the US government to end homelessness and poverty". (By the way, even while asking this I am not sure which is the correct answer).

To answer your question, "Mostly, but perhaps not during our lifetimes". History of the past several centuries shows a continually improving world. People may talk about how terrible war, famine, disease, povery etc. are today, but compared to a hundred years ago things are far better. The comparison becomes increasingly better the further back you look.

This clearly goes for homelessness and poverty. We have seen real improvements even during the past few decades, and there is no reason to expect things to take a turn for the worse in the future (barring some unforeseen catastrophe). For example, actual starvation is virtually unseen in this country, which was not always true.

I know it seems strange that people would turn down free help, but you have to see it from an employers point of view, they have a stranger, in their office, with all of the confidential information, that they must take time out of their or their employees day to train someone who is just going to leave, to find another job in a few weeks. So, no, they are often not overjoyed about having interns.

Since it sounds like you want to do billing and not coding, why not get a job at a front desk or something, gain your necessary medical experience and then start looking for a billing job? I used to work for a billing office (as a coder) and we often hired from front desk receptionists who were ready for a new challenge. we never hired someone who didn't have a medical background. So that might be the best way to pursue getting employment and furthering your career.

I know it seems like a step down, but that is how most of us started our careers, I did front desk, then data entry, then finally got my first coding job. You have to work your way up.
