Yes, it's within the GI Bill, there is a License and Certification Program. But, they can pay only for the cost of the tests, not any other fees connected with obtaining a license or certification.

Eligibility

*VEAP
*Dependents’ Educational Assistance

I would suggest you could approach MF houses in India. I am not sure if they take interns but may be you can find a contact to check that out.
Additionally, you can also consider companies that make software products for the MF industry. One such player is 3i Infotech.

And you get credit as well at whatever university you go to - much better than repeating stuff.
