I am not from LI but there are federal programs out there for her too. They will even provide living expenses, books, tuition, day care etc. Some you have to pay back and some you don't till like 9 months after you graduate and is on a sliding scale) Assuming she knows what she wants to do, go to the school of her choice and they will help her through it.
If she is just looking for employment, she needs to see social services and they will get her in the right direction like a state employment agency. Or she can do both.
My son is divorced and had his kids and put himself through school.

Nearly anything would work better than spread the wealth around. We as a nation have to ask ourselves what it is we hope to accomplish. A temporary quick fix which results in permanent co-dependency or a real CHANGE.
I understand the need to want to help those who are struggling. However, much like the butterfly who has to struggle to get out of it's cocoon and in the process strengthens its wings for flight, if someone assists it by making things easier for it, then the butterfly is crippled for life.

If you're interested in getting licensed as a Master and then opening up your own business, then take get a job working for an independent electrical contractor. If you want a secure position (with pension / benefits, etc.), then go the union route.
