If you go to a VoTech school and complete your course, then you're set. It doesnt matter when you graduate high school. a certificate is a certificate. you can choose to further your education more after you graduate if youd like. when i was in high school i went to a votech school to get my certification as a beutician. then when i graduated high school, i went to a university to study art and design. but while i was in college, i had a steady job because of votech to help me pay for college. its all up to you. if you were going say to be a mechanic, then when you graduate high school, you can be a mechanic. just because you didnt graduate high school yet, that doesnt mean the certification or diploma is not as good as if you had already graduated.

Yes it is unfair.
High schools do a decent job of preparing kids to go to college.
If they aren't going to college, they spent time learning some things they might not immediately need, and didn't learn a lot of stuff they do immediately need, like vocational skills. The German system is interesting on this account.
