We Answered:

Your Pell grant and loan will be sent to the school. There is nothing you can do to change this. If vocational rehabilitation has not paid for your tuition, fees and books the loan and grant will be used to pay off your balance at the school.

The school will not give you all your grant and loan money and not use it to pay of your bill and then allow you to "make payments" as you suggested.
